Located at the mouth of the Harding River, Cossack was established in 1863 with the arrival of the first settler, Walter Padbury, who started a sheep station on the remote and inhospitable Pilbara coast. Cossack was the home of Western Australia's pearling industry when divers were attracted to the area in 1866. By the 1870's with more than 80 boats based at Cossack, the town had a resident population of more than 400.

Divers from Japan, Malaysia, China and the Philippines were regular visitors, many of whom made temporary homes in the nearby sand dunes.
